The project objective was to improve traffic safety and access to commercial properties along the busy NYS Route 441 (Penfield Road) corridor in the Four Corners area of Penfield.  The existing Motts Lane acted as an access road behind businesses on Penfield Road, but was a dead-end roadway. The project extended Motts Lane westward and northward from its existing western terminus, to intersect Penfield Road across from Liberty Street. An island at the intersection with Penfield Road restricts left turns into or out of Motts Lane to enhance safety and reduce the likelihood of cut-through traffic. A retaining wall was installed along a portion of the roadway to preserve parking lot spaces on the north side of the road without impacting wetlands to the north of the road.
